

For commercial bulk carriers, time spent idle is revenue lost. When a Marshall Islands–flagged bulk carrier required a massive array of concurrent services without officially berthing, they appointed Marine One as their dedicated port agent.
Operating entirely at Off Port Limits (OPL) and anchorage, our agency team was tasked with synchronizing a highly complex logistical operation. We managed the full scope of port formalities, urgent spares delivery, mass crew logistics, and statutory certificate renewals with zero delays and absolute regulatory compliance.
Servicing a vessel at anchorage or OPL requires significantly more logistical precision than a standard pier-side port call. The vessel required a complete senior command handover, the embarkation of a specialized European engineering squad, massive water resupply, and urgent customs clearance for critical engine parts—all to happen simultaneously while the ship remained offshore.
Failure or delay in any one of these elements would result in heavy off-hire penalties and delayed sailing.
As a fully licensed and registered ship agent in Sri Lanka, Marine One acted as the central command hub for the entire operation, executing the following phases flawlessly:
Before the vessel even dropped anchor, our agency operations desk laid the bureaucratic groundwork. We prepared and submitted all inward documentation, executing advance Navigation and Port Authority payments to prevent any administrative holds. We formally declared the vessel for OPL and anchorage services, establishing clear, pre-approved operational windows with Sri Lankan Customs, Immigration, and Port Health authorities.
The vessel required a critical change of command alongside heavy mechanical intervention. Marine One executed multiple, highly sensitive crew movements under strict immigration supervision:

A vessel cannot sail if its statutory certificates expire. The bulk carrier's Ship Sanitation Control Exemption Certificate (SSCEC) was due for renewal. Marine One coordinated directly with Port Health officials, facilitating their offshore transit to the vessel to conduct the required inspections and successfully renew the certificate. With all dues settled, we secured the final Outward Port Clearance Certificate from customs and the harbor master.
Despite the massive scope of concurrent operations, every task was executed strictly within the requested time frame without a single hour of delay.
By fast-tracking the Romanian technicians and zero-detention engine spares, we enabled the vessel's engineering team to complete critical Main Engine repairs on schedule.
The vessel was fully replenished, legally compliant, and safely departed Sri Lankan waters to continue its commercial charter.
